Here's How:
Clean up your freelance writing website and resume (these might mirror each other, makes things much easier!). Add recent positions or projects, along with those samples, if appropriate. Make sure your contact information is available and that your rates are up-to-date. While you're at it, check your hosting plan and make sure it's prepped for the long run.
Start blogging. Writers should have a blog, either on its own or as part of their writing website. Recent blogs will send the message that you are available and active in the writing community.
Gather up old clients. Shake some trees! Go to your most reliable or favorite past clients and let them know you are looking for additional work.
Get new clients. Either start networking with those who hire writers, or start pitching/querying magazines, or visit the freelance writing job boards.
Make sure everything is in order- including files, bank accounts, resumes, etc. You don't want to start at a time/organization deficit. You want to hit the ground running (and making that $).
